KIGALI - French Foreign Minister Bernard Kouchner said Saturday that France had committed a "political fault" in Rwanda but bore no "military responsibility" for the 1994 genocide there.
"It was certainly a political fault.... We didn't understand what happened. But there was no military responsibility," Kouchner said at a press conference with Rwandan President Paul Kagame in Kigali following talks between the two.
