October 4

  • In Antalya Gold Orange Film Festival, Omer Kavur's movie ''Karsilasma -The Encounter'' won the best movie award, Meltem Cumbul won the best actress award, Tarik Akan won the best actor award. Omer Kavur was chosen as the best director.
  • Higher Board of Election unanimously rejected the application requesting cancellation of the general elections and re-determination of the election threshold. The debate on the elections ended with the decision of the Board.

October 6

  • In the forest fire that broke out in Burgazada island of Istanbul, 600 hectares of land burnt.
  • The prime ministry motion on ''sending of Turkish Armed Forces to Iraq with the aim of contributing to security and stability there and on authorization of the government to determine its scope, limit and time and to make the necessary regulations about use and tasks of these forces for a period of one year'' was submitted to the parliament.

October 7

  • The parliament adopted in a closed session the motion on dispatch of Turkish soldiers to Iraq.

October 8

  • Constitutional Court annulled the law which reduced the retirement age of civil servants from 65 to 61 and stopped its enforcement.

October 10

  • Higher Board of Election decided to hold the local elections on March 28, 2004, Sunday.

October 12

  • Recep Tayyip Erdogan was elected as the leader of AK Party during the first regular congress of the party.
  • Devlet Bahceli was re-elected as the leader of Nationalist Movement Party (MHP) in the party's seventh regular congress.
  • Agri independent deputy Cemal Kaya joined AK Party.

October 14

  • Istanbul deputy Emin Sirin who resigned from AK Party, joined the Liberal Democrat Party.

October 19

  • A truck which entered TEM highway from wrong direction hit a minibus killing 17 persons.

October 20

  • President Sezer's sending two different types of invitations to deputies for the reception he would host in Presidential Palace on Republic Day caused debate. Prime Minister Erdogan told reporters that the nation would appreciate the situation in the best way.

October 21

  • Prime Ministry chief adviser Prof. Dr. Omer Dincer was appointed as the Prime Ministry Undersecretary.

October 23

  • Republican People's Party (CHP) convened its 30th regular congress. Deniz Baykal was re-elected as the party leader.

October 25

  • Rectors, university teachers, representatives of non-governmental organizations and students gathered and visited Ataturk's Mausoleum to pay respect to the Turkish Republic.

October 28

  • National Education Ministry withdrew its draft law on Higher Board of Education (YOK) which caused reaction in universities. National Education Minister Huseyin Celik who met with university rectors said that they reached a consensus about preparation of a new draft.

October 29

  • The 80th foundation anniversary of the Turkish Republic was celebrated across the country, Turkish representations abroad and in Turkish Republic of Northern Cyprus (TRNC). President Sezer and state officials visited Ataturk's Mausoleum, laid wreath and paid respect there.
    President Sezer held a reception in Presidential Palace in the evening. AK Party deputies who received an invitation for only one person as their wives wore head scarves didn't attend the reception. Prime Minister Erdogan, cabinet members, and administrators of the party attended the reception. Upon a question in the reception, President Sezer said that ''this is not my personal reception, it is the reception of the state. Recently some circles want to assume an attitude against the secular characteristics of the state. I won't permit those attempts.'' Prime Minister Erdogan said in his part that he would not be involved in the debate, adding that the development of the country was on the agenda of the government.
    Upon questions of journalists, Chief of General Staff Gen. Ozkok said that ''Mr. President always does the right thing, it is not appropriate for me to make comment on his decisions.''
